Netherlands – Evolution of the tolling system from 1 July 2026

End of the Eurovignette and introduction of satellite-based tolling on 1 July 2026 in the Netherlands

On 1 July 2026, a new distance-based tolling system will come into force in the Netherlands, replacing the current Eurovignette scheme.

This new system, based on satellite technology and compliant with the European EETS standard (European Electronic Toll Service), will apply to heavy goods vehicles over 3.5 tonnes. It will cover almost the entire motorway network, as well as selected provincial and municipal roads.

✅ System effective from 1 July 2026

✅ End of the current Eurovignette system in the Netherlands

✅ Introduction of a distance-based (per‑kilometre) toll

✅ Applicable to all vehicles over 3.5 tonnes in categories N2 and N3

✅ These vehicles will be required to be equipped with an approved satellite-based on-board unit (OBU)

✅ The toll amount will mainly depend on the vehicle’s weight and its CO₂ emissions class (cleaner vehicles will benefit from lower rates)

How to prepare for the new Dutch satellite-based tolling system.

From 1 July, access to the Dutch road network will be based on the use of an approved satellite-based on-board unit. Preparing in advance for this change is essential to avoid any disruption to your journeys in the Netherlands.

The Dutch network will be accessible with Lumesia 1 and Lumesia SAT on‑board units as soon as the new system comes into force on 1 July.

Lumesia 1 simplifies the management of your HGV tolls across Europe, offering coverage in 20 countries – including the Netherlands from 1 July.

More than just an OBU, Lumesia 1 is an integrated ecosystem that centralises your toll services and simplifies the management of your on‑board units:

  • For drivers: a mobile app to configure and monitor the on‑board unit throughout the journey.
